Normally you’d do this by setting French then English as your language order. If you have English then French as your language order then it’s too late for that probably.
So – it’s possible to do this but you want to do it only if the cookie hasn’t already been set already.
I’ve switched this from a bug report to a doc report and I’ll get a guide prepared for you.

Can you confirm if you have French then English or English then French in your config?
Also – can you confirm you have French set as the language in your browser on your mobile? It detects that, so maybe you have French set on your PC browser but English set on your phone browser.
Also – if you have a cover page, you can change the link to your other page to url?lang=fr and that will set French.
